So, after two years of living in Japan, I was finally caught by the NHK-man. You're supposed to pay NHK if you have a TV, and they send people around to bill you. They are not exactly difficult to avoid, especially if you don't, or claim not to, speak Japanese. This is well known and not the thing that made me go "WTF!?" They happen to have more gadgets than Batman. I'm pretty sure this guy could have pulled out a baterang if he'd needed one. He had a palm computer, a receipt printer and a card reader that reads both cards with magnetic strips or the chips.... It was sort of amazing. I guess they figure if they make it difficult no one will ever pay.
